Once your first seasonal hero is geared up, run some rifts / greater rifts / bounties on them, then switch to your second hero and spend the bloodshards at Kadala, and open the Bounty caches on them. You just wouldn’t be able to share them with all your Characters. So, if you play on all 3 Regions you could get 6 guaranteed Primal items per Season. If it wasn’t a one-off, people would just create a new hero, have it power-levelled to 70, get themselves another set of gifts, delete the hero, and repeat. It’s only per game mode in the sense that your Normal Seasonal Character can get one and your Hardcore Seasonal Character can get one per Region.
